Overflow housing is essentially the process of adding a temporary third resident to some of our larger rooms in North Lake Village.

Twenty NLV units are temporarily converted from a 2-bedroom double unit (2 people in each bedroom, 4 total occupants) to a 6-person apartment with 3 people in each bedroom. One of the beds will be bunked to allow for three beds in each bedroom.

Interest in FGCU is strong and the demand for campus housing is higher than expected, we are making special arrangements to meet the demand for housing.

Permanent residents of the apartment are assigned to spaces A1, A2, B1, and B2. Temporary residents of the apartment are assigned to spaces A3 and B3.

As soon as a space becomes available, we will assign residents to a permanent living space based on the residents’ application complete date. We aim to reassign the temporary students in overflow housing within the first few weeks of the semester, as cancellations are received. However, if we are unable to move all students out of these spaces, some will reside in the temporary spaces for the remainder of the semester.

The permanent residents (those assigned to A1, A2, B1, B2) will be charged the standard double rate of $2531.00. Once all the overflow students are moved out of your apartment, you will receive a credit based upon the number of days your apartment was used for overflow. 

The temporary residents (those assigned to A3, B3) will be charged the triple room rate of $2006.00. When the resident is moved out of the overflow assignment, the room rate will increase depending on the rate of the new room to which they are assigned.

Our overflow rooms are some of the larger available rooms so we are able to accommodate more students (and furniture). We will place an extra bed and dresser in each bedroom. One desk will be available in each room and two in the living room. For your reference, here are some photos of an overflow bedroom:

Adaptive Services is available to answer questions regarding service animals and provide review of requests for reasonable accommodation of Emotional Support Animals (ESA’s).  By definition, Service Animals are dogs, or miniature horses, that are individually trained to work, or perform tasks, that are directly related to the individual’s disability (42 U.S.C. 12131 (2010)).  ESA’s are animals that provide emotional support or alleviate one or more of the identified symptoms of an individual’s disability (42 U.S.C. 3601 (1988)).  ESA’s have no special training.  All individuals bringing animals on campus must comply with FGCU Regulation 9.003, Animal Control, and FGCU Policy 4.013, Domestic Animals on University Property. 

Individuals with Service Animals are not required to register with Adaptive Services.  However, notification is encouraged so that Adaptive Services can assist in notifying instructors, and other campus entities.  Notification of a service animal is required in order to coordinate services with Housing & Residence Life (HRL). 

Individuals requesting ESA’s must register with Adaptive Services and provide documentation supporting the need for an animal as a reasonable accommodation related to a disability.  Documentation must come from a licensed healthcare provider, who is qualified to determine the need for an ESA to alleviate one or more symptoms of the disability as a reasonable accommodation.  Documentation from internet providers whose sole purpose is to provide letters prescribing ESA’s, but do not function as a regular healthcare provider for the individual, will not be accepted.  In addition, veterinary records for the animal, including vaccinations and a behavioral assessment, is required.  

The individual will be notified of the decision, and if the ESA is approved, HRL will be notified.  HRL will provide instructions regarding additional requirements needed for having an animal in the residence, including a contract and release of information.  Once all of the required paperwork has been received and reviewed, HRL will allow the animal to be in the resident’s assigned bedroom.  While an individual can initiate a request for an ESA any time their situation warrants, it is highly recommended that the process conclude at least 60 days in advance of move-in.  Requests made after this time may result in a delay due to room availability. Room availability may be compromised for a variety of reasons, including spaces being unavailable at the requested time and roommate concerns, i.e. allergies to the animal. 

Consideration of whether or not an ESA is considered a reasonable accommodation for a disability includes how the animal assists the individual with a disability, as well as the health and safety considerations of the specific animal living in a communal living environment.  FGCU policy 4.013 specifies the considerations in determining the reasonableness of the particular animal being requested to live in University housing.  Any request where the animal is deemed “unsafe/unsuitable” in a residence hall environment will be denied. An approved animal can be deemed “unsafe/unsuitable” at a later date and removed from the residence hall.  Animals deemed “unsafe/unsuitable” include, but are not limited to, animals that have not had the required vaccinations, bite or otherwise injure another individual(s), are of a size or species that is generally deemed inappropriate for communal living, or disrupts the essential functions of the University. 

Currently, laws do not provide for individuals to be accompanied by ESA’s in places of public accommodation (main campus).  Therefore, approval for requests for emotional support animals fall within the authority of FGCU regarding accommodations related to a disability. Students requesting the use of an emotional support animal must follow the requirements for requesting a reasonable accommodation through Adaptive Services.  

Under Florida law, the misrepresentation of the use or training of a service animal is a crime and punishable by law. Specifically, Section 413.08(9), Florida Statutes provides: “A person who knowingly and willfully misrepresents herself or himself, through conduct or verbal or written notice, as using a service animal and being qualified to use a service animal or as a trainer of a service animal commits a misdemeanor of the second degree, punishable as provided in s. 775.082 or s.775.083 and must perform 30 hours of community service for an organization that serves individuals with disabilities, or for another entity or organization at the discretion of the court, to be completed in not more than 6 months.”

Cancellation Guide

• Students may request cancellations per the Terms & Conditions of the Housing Agreement by submitting a Housing Cancellation Request Form on the Housing Web Portal. Cancellation fees may apply. Please review the Terms & Conditions for full details. This page provides a summary of the cancellation process.
• Requests submitted to other offices, via email, or phone call will not be accepted.

Fees for approved cancellations

• Fall Term

  • Before June 30 = $150

  • July 1 - July 31 = $250

  • August 1 - day prior to first day of classes for Fall term = $400

  • After the first day of classes = $500

• Spring Term

  • Before October 31 = $150

  • November 1 - November 30 = $250

  • December 1 - day prior to first day of classes for Spring term = $400

  • After the first day of classes = $500

• Summer Terms

  • Before the first day of classes for the summer term = $150

  • After the first day of classes = $300

***No refunds of rental fees shall be made for a student who checks out after the first day of the eighth week of classes for the semester or for a student whose Housing Agreement is terminated early as outlined in the Housing Agreement.

Graduation

• Fall/Spring Application (NLV/SoVi) - We will confirm that the student has registered for Fall term graduation/commencement. Requests received by November 30 will not incur a cancellation fee.

• WLV Application - We will confirm that the student has registered for Fall term graduation/commencement. Requests received by November 30 will not incur a cancellation fee. Spring graduation is NOT an approved reason for cancellation of the Summer portion of the WLV Housing Agreement.

Academic Program (outside Lee/Collier county area)

• The student must provide documentation of the academic program, location, and dates of the program associated with FGCU prior to review of the cancellation request.

No registration (withdraw, not enrolled, academic suspension)

• We will confirm that the student is not registered for courses during the term associated with the request.  

Marriage

• The student must provide a marriage certificate showing the marriage date, location, and officiant signature prior to review of the cancellation request. 

Military Service

• The student must provide documentation of service dates/deployment prior to review of the cancellation request.

Pregnancy

• The student must provide documentation from a medical provider showing proof of pregnancy prior to review of the cancellation request. 

Other (medical, financial, change in course delivery method, etc.)

• These are NOT reasons to be released from the Housing Agreement and the request will be denied and the student can initiate the appeals process.

Prior to assignment

• Students may request cancellation prior to assignment without an approved reason and without a cancellation fee. 

Students may request review of denied cancellations per the Housing Agreement. The review will be conducted by a committee consisting of University officials. Detailed instructions will be provided via the students' Eagle Email when the cancellation request is denied. Students requesting review of denied cancellations must submit a statement of circumstances and supporting documentation. Appeals are typically submitted for medical and financial reasons.

• Requests related to medical reasons must be supported  through additional documentation that may include statement of medical provider diagnosis, office visit summaries, etc. These are just options as, documentation is specific to each circumstance. Student statements alone are not sufficient documentation for review and will be denied. 

• Requests related to financial resources will include a review of FAFSA and supporting documentation from the student. If you have experienced a change in financial circumstances since the time you applied/received a housing assignment, you should complete change in circumstance paperwork with the Financial Aid office prior to requesting review of your housing cancellation request.

• Review of cancellation decisions for any reason, must be supported by additional documentation to verify the circumstances outlined in the student statement. Student statements alone are not sufficient and will be denied.

There is a known issue with pop-up blocking on the Safari browser when attempting to make the application fee payment on the Housing Web Portal. Please see the Safari Browser Application Fee Instructions on how to address this before making a payment on the Housing Web Portal.

Each spring, students living on campus are given the opportunity to renew their Housing Agreement and select their room for the following fall/spring. After returning students have selected their rooms, the assignment process begins for new residents. New students will be given an opportunity to select their own room in May if they have a completed application and have registered for orientation. Students that do not participate in the self-selection period will be administratively assigned according to a combination of factors including: availability, date of application, building/room preferences, and Living Learning Communities.

Assignments are sent to your postal mail and email address the last week of May.

Some of the residence halls have been equipped to better meet the needs of students with disabilities. Please contact Adaptive Services at (239)-590-7956 or e-mail  adaptive@fgcu.edu. That office will conduct an assessment and forward their recommendation regarding your needs to Housing and Residence Life.

Students who have requested a cancellation of their housing agreement but do not meet the pre-approved reasons for cancellation as defined in the Housing Agreement will receive a denial of their cancellation request via Eagle e-mail. The e-mail they receive will also outline the process by which a student can appeal the decision.  Housing cancellation appeals require clear documentation that supports the unforeseen and significant circumstances which warrant further examination of the request.

Students who are charged for damages to their unit will have the opportunity to appeal those charges.  Students will receive details about damage charges via Eagle e-mail.  In that message, they will also find information about filing an appeal.  It is imperative that students pay close attention to the appeal deadline provided in the e-mail.
